Use the City’s published information as your starting point
The City maintains separate pages for short-term rental policy information and permit information. Those pages are linked below. Use the current materials and contact information there when checking a requirement.
This guide deliberately does not reproduce permit fees, numerical limits, or an old ordinance summary. Requirements and implementation details can change, and a short excerpt may omit the part that matters to your property. Record the source and date of any information you rely on.
Keep an organized permit file
Create one place for the materials connected to your property’s application and operation. Keeping the record organized helps you ask precise questions and explain your experience without disclosing unnecessary personal information.
- Keep copies of applications, permits, renewal communications, receipts, and written decisions.
- Save the version or date of the official information you consulted.
- Record questions you asked and the written answers you received.
- Keep personal, financial, guest, and neighbor information out of material shared with the wider group.
Compare experiences carefully
When owners compare outcomes, identify the relevant similarities and differences: the type of application, the date, the issue raised, and the explanation provided. A factual comparison is more useful than assuming that every application or property has the same circumstances.
If you believe a standard was unclear or applied inconsistently, explain the concern using the original documents. The community can track recurring questions and decide which written clarifications to request. It cannot determine your property’s legal status from a general discussion.
Be a constructive neighbor and participant
The group welcomes owners and neighbors who want a clear, consistent process. Discussions should address policies and documented decisions while respecting the people affected by rental operations.
Use the member area to join a volunteer team, share a private experience, and participate in moderated discussion. Do not post guest records, private addresses, or another person’s contact information. Relevant concerns about the broader community should be heard respectfully.
Turn a common concern into a clear request
A productive request identifies the specific issue, its practical effect, the source supporting the concern, and the clarification or change the group wants considered. Publish verified updates on the community board and direct members to the original City materials.
Property owners from Cardiff-by-the-Sea, Leucadia, Old Encinitas, New Encinitas, and Olivenhain can bring their perspective. Membership does not require agreeing on every policy; it requires respectful participation and an interest in accountable local government.
